If RONR governs, it will be determined by the number of representatives who are physically present. But if your organization is structured in a manner other than one person-one vote, your rules will have to spell out how, or if, that affects the establishment of a quorum. The RONR default quorum, in the possibly remote chance that your rules say nothing, is a majority of the membership, who must be physically present at the meeting.
