Annual meeting/bylaw vote notice

Proposed bylaw changes were sent out 30 days prior to vote, in accordance with the bylaws. Notice stated voting would occur on Saturday 10/17. Vote has been changed to occur on Sunday 10/18 but has not been publicized. Is this allowed or does this change require new notice to be sent to members since it can change who will be present.

It seems to me that this change is clearly improper. Even if whoever changed the meeting to Sunday generally had the authority to do so (which is not at all certain), proper notice of the new date is absolutely required - and since there are less than 30 days between now and October 18th, that will not be possible.

The meeting should still take place on Saturday, October 17th. At that time, the assembly could vote to schedule an adjourned meeting for the next day, and postpone the consideration of the amendments to that meeting, if it wishes to do so. Notice of an adjourned meeting is not required, but it certainly doesn't hurt.

"Notice stated voting would occur on Saturday 10/17."  Who had the authority to dictate that in advance?  Perhaps it's in some tentative agenda that went out, which isn't binding?  No additional notice may be required because it's possible the notice itself isn't valid as to the exact date and time.
