First, as my colleagues have noted, follow whatever procedures your bylaws may prescribe for their amendment. Generally, your proposal will be presented to the board as a main motion. Putting it in writing is optional, but since the bylaws are such an important document, it's probably best to do so. There are a number of technical terms to use for different kinds of changes, such as "add," "insert," "strike out," and so forth. See §12 Amend in RONR (11th ed.) for a complete discussion.
