They cannot attend their first meeting in person; but, will participate in the meeting via conference call. Besides the fact that ron RONR does not deal with oaths of office, it prohibits telephonic meetings unless such meetings are authorized in the bylaws or by some other Superior law or document. I think for your answers you need to check your own rules and also state law regarding open meetings and public bodies if your organization is considered a public body.
