Guest Newbie Posted August 2, 2017 at 11:43 AM Report Share Posted August 2, 2017 at 11:43 AM Our board recently voted and approved a budget that was sent to the members before the annual meeting. At the forthcoming annual meeting members will vote to approve the budget. The budget was put together before all information was received from the previous FY end. A director wants to make a motion to change 2 line items to better reflect the spend in those areas at the annual meeting. The president has stated that the members can only vote on the proposed budget, would have to vote it down, the board will have to create a new budget and call a special meeting for members to vote on on the proposed changes. There isn't any procedure in our by-laws stating that we have to follow that process. Would this be part of debate on the proposed budget and could a motion be made to amend those two line items after debate? without defeating the budget and having a special meeting called based on Roberts Rules? jstackpo Posted August 2, 2017 at 12:34 PM Report Share Posted August 2, 2017 at 12:34 PM Your last paragraph is entirely correct. Ask your president where he got this (strange) notion that the body which has authority to adopt the budget cannot amend it first. Surely not from RONR. Guest Who's Coming to Dinner Posted August 2, 2017 at 02:51 PM Report Share Posted August 2, 2017 at 02:51 PM It probably comes from the same place as the notion that the board runs the meeting of the members, which isn't true, either. Transpower Posted August 3, 2017 at 01:15 PM Report Share Posted August 3, 2017 at 01:15 PM If the director is at the meeting of the assembly, he could propose to amend the budget, during debate. Of if he's not, he could ask someone else who will be present to do it.
Rev Ed Posted August 4, 2017 at 12:31 AM Report Share Posted August 4, 2017 at 12:31 AM Or the Board could simply adopt a motion to amend something previously approved in order to amend the proposed budget prior to the membership approving it. Any member may move to amend the budget while it is being considered. It doesn't have to be a director.
