Can Mr. Chairman appoint someone that he see fit for the position to that position? Can Mr. Chairman override the floor and the nominating committee by appoint someone to fill a position? Sorry forgot to mention that Mr. Chairman was also an ex-officio for the nominating committee and he did not appoint anyone at the time of the committee meeting to searches for people to fill up positions. He just announce on the floor during the election that he will find someone if the floor can not find an individual to fill the position. Unfortunately, the floor didn't find anyone. Indeed that is the strong recommendation of RONR that the president not be an ex-officio member of, nor appoint the members of, nor have anything else to do with the nominating committee.
