The length of time and start time of the meetings are not in the bylaws. What does the parliamentarian need to do in order for this take place? Does someone make a motion? They can be amended by a 2/3 vote, or a majority vote with notice, or a majority of the entire membership. If no standing rule has been adopted, and the time is a custom, it seems to me they could just adopt a standing rule by majority vote.
