Can one question a report "for information" only

If an officer's or the board's report has no recommendation, what opportunity do members have to ask questions about it?

Asked another way: Assume the standard order of business. The president makes his/her report. There are no recommendations, just a report on activities. A member has questions about one of the activities reported. How can that member ask the question?

As far as I can tell from reading RONR and from other topics on this forum, there is no opportunity and the assembly just moves on to the next item of business.

It can be brought up at either time
