Guest Susanschn Posted November 6, 2017 at 12:59 AM Report Share Posted November 6, 2017 at 12:59 AM When using pro/con debate format for a motion, does debate end when there are no more pro speakers remaining or are the con speakers allowed to speak until there are no more con speakers? Hieu H. Huynh Posted November 6, 2017 at 01:05 AM Report Share Posted November 6, 2017 at 01:05 AM Debate can continue until the members have exhausted their right to debate or the assembly decides otherwise.
Transpower Posted November 6, 2017 at 02:46 PM Report Share Posted November 6, 2017 at 02:46 PM Debating by alternating pro and con speakers is a good idea, but it doesn't end if there are no more pro speakers or no more con speakers; debate ends as H. H. H. says above.

According to RONR, debate continues until all speaker's rights are exhausted, a set time limit for debate has expired, or the Previous Question is ordered. I have seen a case, however, where an assembly that alternates pro/con speakers adopted a special rule of order that when one side or the other has no one seeking recognition, debate is ended. It's likely that if one side vastly outnumbers the other, further debate is unlikely to change the outcome. Edited November 6, 2017 at 07:07 PM by Gary Novosielski Add PQ reference.
