No, in this example there would be no existing rule. If there was an existing rule, we would have to use the motion and criteria for amending something previously adopted, correct? As long as the rule isn't in the bylaws, previous notice is not required: "Standing rules, as understood in this book except in the case of conventions, are rules (1) which are related to the details of the administration of a society rather than to parliamentary procedure, and (2) which can be adopted or changed upon the same conditions as any ordinary act of the society." RONR (11th ed.), p. 18 (and see the rest of the section on standing rules on p. 18. The answer to your last question is yes, but as noted above, no previous notice is required unless it's in the bylaws.
