how about election from the floor, can someone rise up and said, "I nominate myself for the position of _______."  Or can the nominate committee nominated one of their own to be filled in one of the position? For example: you and I are in the nominated committee, can I appoint you to be filled in a position?

Sure.  Nominating yourself is called volunteering in most organizations.  Some like it, some don't, but no rule prohibits it.

What sort of committee is this which reviews ballots?  Are we talking about a tellers' committee that counts the ballots?  If so, there should be no way they can tell if anyone voted for himself, since ballots are, by their nature secret and not traceable to the voter.
