Indeed, if something like that is done it could lead to the organization to going around in circles. What happens if the motion to deny is defeated? Government bodies frequently adopt motions to deny something, such as to deny a zoning variance or an alcohol license. We parliamentarians, relying on RONR, may believe that a motion to deny something is inappropriate, but it is quite common with local governmental bodies such as city and county councils, zoning boards, etc. One needs to consult the rules and governing documents of that body for answers in those cases.
