However, with this being a homeowners association, state law or your bylaws may require that Association members be allowed to attend board meetings and possibly even to address the board. Do your bylaws or your procedures or your state law include a provision that requires that members of the association be permitted to address the board at board meetings? If at a meeting of the HOA members, you will need to make a motion, speak to a motion already on the floor, or request permission to read from papers. Rise from your seat and wait for the chair to recognize you. If at a meeting of the board, you may rise (or raise your hand, if more appropriate in that setting) and ask the chair for permission to address the board.
