This can usually be done by unanimous consent by you as chair asking if there is any objection to Mr. Smith serving as secretary pro-tem in the absence of the regular secretary. Then either the Secretary's notes can be combined with those of the pro tem, or, if the Secretary doesn't provide them, the pro tem, with help from others in attendance most likely, will need to do his best to produce minutes. If the Secretary doesn't show up to the next meeting, again, elect a secretary pro tem. Longer term, how you handle it will depend on how the Secretary behaves. Does the term of office for the Secretary include a phrase like "until their successors..."? If not, if you want to remove the Secretary, you'll need to use the disciplinary process, either one in your bylaws or, failing that, the one in Chapter XX. Did anyone either become Secretary pro tem or simply take notes regarding any motions that were made after he left. Oh, and have you talked with him since to see what's going on or if he will be presenting a draft of the minutes he took while he was there for your next meeting?
