The organization has a special rule of order that all motions submitted by the secretary will be placed on the agenda and have an automatic motion to Lay On The Table moved and approved against it. In this fashion any motion submitted by the secretary can no longer be objected to via Objection To The Consideration Of A Question (page 267 line 29) unlike other motions that find their way onto the agenda.
