Also, generally speaking the minutes aren't supposed to reflect what was said during a meeting only what was done (RONR p. 468 ll. 16-18). I suspect that what is happening is that the board makes its proceedings known via a newsletter and the homeowner is trying to get his personal views on some issue included in the board's newsletter and making the board pay for it without him going to the trouble of creating and distributing his own newsletter. Neither should be included in the minutes. And there is no rule in RONR that says you correct one error by committing a second error.
