Rob Elsman Posted November 16, 2019 at 01:48 AM Report Share Posted November 16, 2019 at 01:48 AM If, per chance, the chairman of the committee does not agree with the committee's report, it is better for another member of the committee to present the report and make the proper motion to adopt the committee's recommendations.This latter person also will normally open the debate.
