Alex Meed Posted November 27, 2019 at 10:20 PM Report Share Posted November 27, 2019 at 10:20 PM Strictly speaking, is it in order to make a main motion "that the meeting recess for ten minutes and thereafter go into closed session"? Or must the meeting declare a closed session and then take a recess at the beginning of closed session, or conversely take a recess in open session and then declare a closed session after the recess concludes? I think such a motion would be in order, but I'm anxious to see if anyone disagrees.
Atul Kapur Posted November 27, 2019 at 11:50 PM Report Share Posted November 27, 2019 at 11:50 PM I agree that it would be in order, but any one member could demand that the motions be separated.
Rob Elsman Posted November 28, 2019 at 02:25 AM Report Share Posted November 28, 2019 at 02:25 AM When a main motion is pending, this motion is not in order, since it attempts to combine an undebatable privileged motion with a debatable main motion offered as a question of privilege.
