Nominating chair instructions vs bylaws

Nominating chair emails instructions to candidates about mailing campaign material including deadline but  bylaws states something different than what the nominating chair sent which has caused an issue with determining eligibility.  what should be done to clear this up?

I bet not even the chairman of the nominating committee could answer those.
