On the third reading the motion was amended, the amendment was approved, then the amended motion was voted on and passed. Question: Once the motion was amended, shouldn't it be necessary too start the three-reading process all over again from the beginning? Usually the third reading is the reading at which the bill is adopted and it can be and often is amended at that stage. Although I can’t speak for your organization, the purpose of a two reading rule or three reading rule is to prevent members from being taken by surprise and to see to it that a proposed bill or motion lays over for some period of time before it is finally adopted.
