When does a President vote

Another question that came up in the bylaw review is about the presidents voting rights. I have seen some different opinions and wanted to hear what your forum contributors have to say. 

Do they vote on all matters before the board like every other officer and director?

Or do they only vote to make a tie vote or to break a tie vote?

Not only is there no need to address it in the bylaws, it should not be addressed there unless, for some reason, the society wants the president's voting rights to be different from the default. I can't think of any good reason that a society would want that, but I suppose it's possible.
