If a board member, in this case the president, chooses to not cast a vote on a bylaw change, are they counted in determining the super majority (80%) needed to pass the change, or is it 80% of ONLY the votes that are casted if the bylaws read as follows - bylaws may be amended or changed by super majority (80%) vote of Board at any monthly or special meeting?
