We are now hearing rumors this person intends to run for the board again. As our membership doesn't know the entire story for the removal, we are concerned they may win the election. Short answer: No. I suppose this could be accomplished by amending the bylaws to make this person ineligible for office, but based upon the facts presented, it seems somewhat unlikely this would be successful. I suppose that depends on exactly what you want to do. A few ideas come to mind, depending on whether it is desired to apply the rule to all persons removed from office or to give discretion in this matter, and at what point(s) in time it is desired to apply that discretion. "If a member is removed from office, the [insert appropriate assembly] may also provide by a [insert vote threshold] that the member shall not be eligible for office in the future, for a period of [number] years." "A member who has been removed from office shall not be eligible for election to office in the future, for a period of [number] years." To either version, a sentence could be added providing "If a member has lost eligibility for this reason, the [insert appropriate assembly] may restore a member's eligibility for office by a [insert vote threshold]."
