Can a committee member speak against a motion brought by a committee to a larger body?

I understand an individual cannot speak against a motion he/she brought, but does this apply to all committee members?

No. Committee members are free to speak against the committee's recommendation.

I agree with the response above by Mr. Martin, but will add that when doing so the member should not disclose anything about the committee’s actual deliberations.

The member is free, however, to make the same arguments that he made during the committee's deliberations, as long as he does not make reference to those deliberations.
