Can questions be ruled out of order

And even if they are not "ruled" on in any way, there is never a requirement that they be answered, much less answered to the satisfaction of the questioner.

Yes. The rules of decorum are in force at all times throughout a meeting, including questions, and questions which are indecorous can and should be ruled out of order.

The rules of decorum are found in RONR (12th ed.) 43:19-28. Depending on the specific nature of the insults and inflammatory language RONR (12th ed.) 63:5, 63:11 may also be relevant.

It may also be advisable to read RONR (12th ed.) 61:6-18 for the appropriate procedures to deal with members who persist in this behavior.
