(My most memorable point of order was concerning a request for information, because the speaker asking the questions immediately threatened to punch me for interrupting him.) And even if they are not "ruled" on in any way, there is never a requirement that they be answered, much less answered to the satisfaction of the questioner. The rules of decorum are in force at all times throughout a meeting, including questions, and questions which are indecorous can and should be ruled out of order. Depending on the specific nature of the insults and inflammatory language RONR (12th ed.) 63:5, 63:11 may also be relevant. It may also be advisable to read RONR (12th ed.) 61:6-18 for the appropriate procedures to deal with members who persist in this behavior.
