However, the finance committee was unable to finish the study in time for the 2010 meeting and did not make a report.Now the question, what became of the referred motion? You all could have moved to Discharge the Committee at the meeting when they failed to provide a report and the motion could be adopted by a majority vote (RONR p. 301 lines 9-14). Since a motion would be needed to get the motion back before the Membership for consideration, that would seem to imply that without the adopted motion or having given the final report that the referred motion still is under the Committee's purview.
