motion referred to finance committee

A motion made at the 2009 membership meeting was referred to the finance committee for study, and the finance committee was to report at the 2010 membership meeting. However, the finance committee was unable to finish the study in time for the 2010 meeting and did not make a report.

Now the question, what became of the referred motion? Does it expire at the conclusion of the 2010 meeting or is it still in the hands of the finance committee or what?

That is a good question. You all could have moved to Discharge the Committee at the meeting when they failed to provide a report and the motion could be adopted by a majority vote (RONR p. 301 lines 9-14). Since a motion would be needed to get the motion back before the Membership for consideration, that would seem to imply that without the adopted motion or having given the final report that the referred motion still is under the Committee's purview.
