Any member of the body that is meeting can, but a motion and second never needs to made, nor does a vote need to be taken at the end of the approval process. The proper process for approval is spelled out on pp. 343-344 of RONR.

Also, having the same member make a motion and second it would defeat the purpose of having a second in that more than one member wants the question considered.

Yeah, but I didn't gather the same person was going to do it.....but Mr. O'Malley is already reading pp. 343-344 so he won't be bothering with motions and such. ;)
