Do Homeowners of an HOA have the right to see minutes taken in a closed sessio?

It depends. I guess that you are asking about the minutes of an executive session meeting of your HOA's executive committee. If you are not a member of the executive committee, you have no rights to see the minutes of any meetings, closed or not. If you are a member of the executive committee, you have a right to see those minutes, even if you did not attend the meeting in question.

The members or the organization are not powerless, however. They can, by a 2/3 vote, compel the executive committee to produce its minutes and read them to the assembly.

I guess that you are asking about the minutes of an executive session meeting of your HOA's executive committee.

Or a meeting of the board held in executive session. I think it's (slightly?) more likely that an organization has a board than that it has an executive committee.

In any case, the same principles applies.
