Are the Charter/Articles of Incorporation the rules;The Bylaws,or the Parlimentary Authority designated

or the Standing Rules.

What specifically does suspend the Rukes refer to?

What specifically does suspend the [Rules] refer to?

It refers to any particular rule or rules that are suspendible and that would normally interfere with doing a particular thing in a particular meeting.

(So particular yet so vague. :-)

Well, many of the rules in RONR are there to protect the minority. But if everyone (or nearly everyone) agrees, there's essentially no minority to protect, and by a 2/3 vote many of those rules can be suspended, if they get in the way of what the assembly wants to do.

But beware: most of the rules in the bylaws are NOT suspendable. Most of the other rules are. Exceptions exist, however. Their main purpose is to give parliamentarians something to argue about when things are running too smoothly. :) It gets complicated enough that there's really no substitute for reading up about it in RONR.

All of them are rules of the organization.

Suspend the Rules is used to suspend the rules which interfere with a proposed action.
