Rob Elsman Posted March 23, 2011 at 03:13 AM Report Share Posted March 23, 2011 at 03:13 AM What is the Roberts Rule for an organization at a general assembly where members can make a motion from the floor vs suggestions to the Board? At a meeting of the general assembly of the whole membership of an organization, members of the general assembly have the right to make any motion that is in order under the rules in the current parliamentary situation. If your organization's board sits at the front of the meeting hall and dominates the meeting in a way that interferes with the rights of members of the assembly, it might be time to try something else. Any member of the assembly can obtain the floor when no other question is pending and move that the members of the executive board who do not have officers' duties at the meeting should leave their seats at the front and take seats with the other members in the general seating. This is a main motion that requires a second, is debatable and amendable, and requires a majority vote for adoption. I think you will find that this simple solution will have an immediate effect in changing the "balance of power" in the meeting hall.
