And the secretary can refuse.All the president can do, under RONR defaults, is preside at meetings. Any additional (administrative) authority must be defined in your bylaws (or other adopted rules).If you think it's time for a new president, see FAQ #20. Can he direct or bully the Secretary to falsify the minutes?Good news -- if Robert's Rules of Order applies.The president has no power, except to chair meetings.• No bullying.• No falsifying of minutes.Assuming, of course, that RONR Tenth Edition is the basis.If something other than RONR Tenth Edition is the basis for what is "normal" (?) and "appurtenant" (?), then all bets are off.For the record, no president, under the powers of RONR, (assuming no bylaw and no standing rule and no adopted motion saying otherwise), can do any of the following:1. veto a motion which had been adopted.2. hire/fire employees.3. change the date of a meeting.4. give orders to officers.I only mention the above because we get questions all time on those peculiar abuses and outrages.• There is no "executive orders" in RONR for a president.• There is no "presidential privilege" in RONR. -- Except for a tellers committee appointment, and except for surrendering the gavel to a non-Vice President -- and only because he is the chair, not because he is the president. The only powers "normally appurtenant" to the office of president, in addition to those in your bylaws, would be the ones listed in RONR. As others have noted, they are sparse.
