Before that, they are essentially just a recommendation of how the Minutes should look like (hence a "Draft copy" but not the "real" Minutes.) Many secretaries will produce shorthand notes at the time of the meeting, and will not actually transform those notes into something resembling minutes until a later time.In any event, if the minutes are not yet approved, the member should ask the Secretary very nicely, as the Secretary is under no obligation to share her notes or drafts.
