Motions from committee

Can any member of a committee make a motion from the committee to the voting board?

Must motions from the committee come from the chair of the committee?

If a member of a committee makes a motion is that motion regulated to the committee first for a vote? If passed in committee, is the motion then presented to the voting board for full consideration?

A motion from a committee is one that a majority vote in the committee sends to the higher authority. So if there are five on the committee and two vote for it, one against and the rest abstain, the committee sends the motion to the higher authority. A motion from a committee of one is treated the same as a motion from any individual member.

Can a motion from a committee to a higher authority be presented as a motion thus requiring only to be seconded during the meeting of the higher authority? Or, during the meeting of the higher authority, does the committee's motion need to be made "first" and then seconded?

If the motion from the committee is being submitted to the higher authority for its approval it does not have to be resubmitted or seconded at all? Just open the floor for discussion and then a call for the vote of approval? What happens if the motion is modified in any way?

The motion is made (not "submitted") by the reporting member of the committee. Other than not needing a second, it is then treated as any motion would be (i.e. it is generally debatable and amendable).

Motions originating from within committees are "moved", usually at the time of, and by the person making, the committee report. They are then considered, possibly amended, and voted on like any motion. But because they were approved by a majority of a committee of more than one person, a second is not required, since it is clear that more than one person wants the matter discussed.
