So if there are five on the committee and two vote for it, one against and the rest abstain, the committee sends the motion to the higher authority. What happens if the motion is modified in any way?Motions originating from within committees are "moved", usually at the time of, and by the person making, the committee report. They are then considered, possibly amended, and voted on like any motion. But because they were approved by a majority of a committee of more than one person, a second is not required, since it is clear that more than one person wants the matter discussed.
