jstackpo Posted March 7, 2012 at 12:13 PM Report Share Posted March 7, 2012 at 12:13 PM Not just "preferred" but the only proper way to close debate.The presider cannot set time limits (other than the 10 min per speech rule in RONR) unless he/she has been authorized by the membership (2/3 vote) to do so.The members are in charge of how much talking they want to listen to, not the presiding officer.
