Can mailed in votes prior to the annual meeting have write in names before they are nominated from the floor the night of annual meeting?

So... assuming your bylaws specifically do allow for voting by mail, and also assuming your bylaws do not prohibit write-in votes... then, of course, ballots mailed in prior to the annual meeting can have write-in votes, and those votes must be counted -- as Rev Ed said in post #2, there is no requirement to nominate these people (the 'written in' candidates) at all.

I am a member of a small church that will soon be voting on whether or not to call a certain person to be our pastor. I believe the board does not want anyone to speak out against this person and so has informed the congregation that there will be no discussion at the time of the vote. Can the chairman entertain a motion, have it seconded, and then deny any discussion on the motion?

No.

Not on his own. The assembly/congregation members at the meeting can, if they wish, adopt the motion for the "Previous Question" at any time which will stop any discussion immediately. This requires a 2/3 vote in favor to carry, however.

BTW, it will be better if you ask new questions in new Topics. You might get better responses that way and avoid confusion if people try to answer "overlapping" questions.
