I believe the board does not want anyone to speak out against this person and so has informed the congregation that there will be no discussion at the time of the vote. The assembly/congregation members at the meeting can, if they wish, adopt the motion for the "Previous Question" at any time which will stop any discussion immediately. This requires a 2/3 vote in favor to carry, however.BTW, it will be better if you ask new questions in new Topics.
