Rescind or Reconsider a Motion at a different meeting?

My Board voted to send one Commissioner and one staff person on a study trip without designating which ones would attend; leaving that decision to discussion after the meeting.

Within a few days after the meeting, two Commissioners decided they wanted to attend, and the staff person was happy to accommodate their wish and not attend so both Commissioners both go.

Since the motion was to send one Commissioner and one staff person, do I now need to bring the matter back to the Commission at the next meeting with a rescind or reconsider of their initial motion and then have them move that two Commissioners can attend the Study?

Is the question whether you have to bother at, say, tonight's meeting to change the adopted motion, or if it can be done informally? -- Or, is it that there will not be a meeting before departure time of the delegates (two commissioners or a commissioner and a staffer)?

To send the second commissioner instead of the staff person would be to go against the board's decision, yes?

(Look at the bottom of p. 124. This sounds like possibly a case for ratification, if there will not be a commission or board meeting in time to make the change.)
