They often confuse tradition and legal theory with parliamentary procedure.It also leads to the issue of are they giving legal advice or just parliamentary advice - can cause so problems.Plus a chair will usually defer to the lawyer on legal advice and as such they can "overrule" the chair, where a parliamentarian has a much different role.
