Changing date of Annual Board Meeting

In the By Laws of our Volunteer Fire Department, out annual board meeting 'shall be held on the fourth Monday in June each and every year @ 7:00pm, or as soon there after as the members shall assemble, at which time there shall be elected by the members, by secret ballot, a Board of Directors"  The President of the Board sent out notice that this meeting is to be held on July 14th because apparently he is not available to attend this annual meeting. Can the President of the Board make this change without the consensus or vote of the rest of the Board?

If this is a meeting where the general membership elects the board of directors then it's the annual meeting of the general membership, not the annual meeting of the board. In fact the board, as a board, won't even be there.

Nope.  The meeting must go on as scheduled, with or without him.  The VP will preside--and if the VP is also absent, anyone else can be elected to preside as chairman pro-tem.
