There is no tiebreaker. If you're voting on a motion, after everyone who wishes to vote has voted, and the final vote is a tie, the motion is defeated. A tie vote is less than a majority and therefore has the same effect as any other result that is less than a majority. If an election ends in a tie, voting continues (and continues further if need be) until someone receives a majority of the votes cast.However, if a counted rising vote, roll call vote, &c ends in a tie or with one more in the affirmative than in the negative, the chair may vote to change the result. (This assumes the motion requires a majority; a similar arrangement applies for motions with other voting thresholds. It also assumed the chair has not already voted such as in a small board.)
