If advance copies of draft minutes are supplied to members of a member's meeting - normally distributed with the call of the meeting - wouldn't you already have a copy? Minutes don't become The Minutes until they're approved and the secretary is not required to send her draft (proposed) minutes to anyone. However in many organizations it's customary to send the draft to all members (including new ones) so they'll have a chance to read them before the approval meeting. By the way, RONR recommends authorizing a committee (or the board) to approve the minutes if the next meeting will be more than about three or four months away. Memories fade with time.
