Concerning when there is a change in membership, "If the board is one that elects its own officers or appoints standing committees, it chooses new officers and committees as soon as the new board members have taken up their duties, just as if the entire board membership had changed." (RONR pg. 489) While there is no specific statement saying that committees do the same, I see no reason to think that standing committees would be handled differently. However, if this isn't a standing committee, the change in membership wouldn't occur at the end of the year and there's no reason why the chairman wouldn't continue as before.
