When nominations are conducted by mail (pp 437-438) is it necessary also to open up nominations from the floor?

 

If not, why not?  is it because all members will have already been given the opportunity to nominate?  As opposed to when nominations are done by committee and not all members have the opportunity to nominate via that committee?

I think the answer to your question is that, when nominations are conducted by mail as described on pages 437-38, it is not necessary to open up nominations from the floor for the reason stated on page 437, lines 3-7, as you have surmised.

It's not strictly necessary, for the reason you've given.

 

On the other hand a motion to (re)open nominations at the meeting would be in order, as long as there's nothing in the bylaws to prevent it.
