I think the answer to your question is that, when nominations are conducted by mail as described on pages 437-38, it is not necessary to open up nominations from the floor for the reason stated on page 437, lines 3-7, as you have surmised. On the other hand a motion to (re)open nominations at the meeting would be in order, as long as there's nothing in the bylaws to prevent it.
