Guest Kevin Posted March 10, 2015 at 10:24 PM Report Share Posted March 10, 2015 at 10:24 PM Town board has three members. One member cant make the meeting. The agenda contains an item that requires a vote. The two member present don't agree on the vote. Can the secretary cast a vote?
Edgar Guest Posted March 10, 2015 at 10:25 PM Report Share Posted March 10, 2015 at 10:25 PM Not if the secretary isn't a member of the board. But the defeated motion (since a tie vote defeats the motion) can be made again when all three members are present.

Presumably the secretary isn't one of the three members you're referring to.
Tom Coronite Posted March 11, 2015 at 12:03 PM Report Share Posted March 11, 2015 at 12:03 PM Why is it a problem if the 2 members don't agree? A 1-1 vote defeats the motion as much as an "agreeing" 0-2 vote would, as Edgar Guest pointed out. If all 3 members were present and voted 2-1 or 1-2, would you be concerned with the "disagreement" then? It seems to be immaterial.
Gary Novosielski Posted March 11, 2015 at 12:33 PM Report Share Posted March 11, 2015 at 12:33 PM Not only that--the two members may disagree now, but when the motion is actually made, and the two members debate it, one of them may convince the other to support it, so that it passes. Or, one of them may convince the other to oppose it, in which case nothing happens, since it would have failed anyway.
