Board member missing on a 3 person town board vote

Town board has three members.  One member cant make the meeting.  The agenda contains an item that requires a vote. The two member present don't agree on the vote.  Can the secretary cast a vote?

No. Only members can vote. Presumably the secretary isn't one of the three members you're referring to.

Not only that--the two members may disagree now, but when the motion is actually made, and the two members debate it, one of them may convince the other to support it, so that it passes.

 

Or, one of them may convince the other to oppose it, in which case nothing happens, since it would have failed anyway.
