I think it will be up to your organization to decide if the duties for both offices could be done by the same person. See RONR 11th ed., pp. 449-450 for the duties generally required of the presiding officer and pp. 458-459 for the duties generally required of the secretary. They sometimes have certain requirements regarding the minimum required officers and whether certain offices may be combined. Having the same person serve as both president (or chairman) and secretary can be problematic for various reasons even it it is technically permissible.
