On a church board would it be appropriate for the president of the board to give a specific direction to a standing committee? For example, would it be acceptable for the president ask a committee to complete a task by a certain date or restrict spending to a certain amount? Thank you!

The board itself can give the committee certain instructions on matters the board referred to it.
