Also, in contrast to a member who may speak twice, can a guest only speak once? Guests can't speak at all, except to the extent authorized by the board. Majority consent is needed to allow a guest to speak when no motion is pending. During debate on a pending motion, a 2/3 vote is required, to suspend the rule that ordinarily prevents non-members from speaking in debate.
