Is it more appropriate for the presiding officer to (A) rule the motion out of order, as it exceeds the threshold, but consider it as fulfilling the "notice" requirement, or (B ) allow debate on the motion to occur after reminding the assembly of the notice requirement? To ask the question another way, is it appropriate to allow the assembly to debate a motion for which a vote will not be in order until a future meeting? The chair should immediately rule the motion out of order and ask the member if he wishes to give notice of the motion in question. To ask the question another way, is it appropriate to allow the assembly to debate a motion for which a vote will not be in order until a future meeting? My question is chairman running the meeting asks for any other business. Person makes motion and is seconded by several. Motion is to cutback salary of person chairing meeting. He or she is going to say motion is ''out of order." Does the chairman have to remove himself from the passed motion at this point or can he block that motion. Thanks and have a great day.
