It is a motion to "limit or extend limit of debate." Since it affects the rights of membership, the motion requires a two thirds vote for adoption. If so, that would mean the adoption of a special rule of order which requires either previous notice and a two thirds vote or the vote of a majority of the entire membership. RONR, p 17.
