It is up to your association to determine what is "proper" or not - RONR has no rule on your specific "no time to read" question.

The US Senate does not use RONR as its parliamentary authority.

Perhaps not, but RONR does give any member the right to demand that any papers presented to the assembly for adoption be read, in their entirety, before the vote is taken. See RONR, 11th ed., pg. 299.

Or a member may demand that the papers be read.

There is no rule in RONR against it.  Whether it is proper to vote Yes on something that one has not read is another question--one that is also not covered in RONR.
