It is up to your association to determine what is "proper" or not - RONR has no rule on your specific "no time to read" question.
Guest Who's Coming to Dinner Posted December 3, 2017 at 08:41 PM Report Share Posted December 3, 2017 at 08:41 PM It would certainly be reasonable to move that the question be postponed to a later time. But if the assembly rejects that motion, it's perfectly proper for it to proceed to a vote.

The US Senate does not use RONR as its parliamentary authority. 23 hours ago, jstackpo said: It is up to your association to determine what is "proper" or not - RONR has no rule on your specific "no time to read" question. Perhaps not, but RONR does give any member the right to demand that any papers presented to the assembly for adoption be read, in their entirety, before the vote is taken. Whether it is proper to vote Yes on something that one has not read is another question--one that is also not covered in RONR.
