Not to disagree, but there some details.

If the nonboard member did second a motion, a point of order would have to be raised at the time; if debate has begun it too late.  The next meeting would obviously be too late. 

If this is a small board, seconds are not required.

No, not without approval of a motion to Suspend the Rules that would, ordinarily, prevent it.

However, if it was done incorrectly, and not noticed at the time, it does not create a continuing breach, so whatever the trustees approved (or rejected) stands as their decision.

For some reason it is not possible to get rid of the overstrikes.  Grrr.
